Tommy Howard Spells, a 22-year-old African American male, tragically lost his life on November 26, 2014, in Jacksonville, Florida. The incident occurred in the Grand Park area near the intersection of West 23rd and Division Street. According to the Jacksonville Sheriff's Office, Tommy was walking along the street when a mid-sized grey sedan drove by, and one of its occupants fired multiple shots, striking him in the side.
