Kavon Jamal Banks, a 35-year-old African American male from Deltona, Florida, was found dead on June 20, 2021, along the side of State Road 415 west of New Smyrna Beach. His body was discovered by a motorist who reported it to authorities shortly before 2:30 p.m. Banks had been shot multiple times and left off the side of the road near Lake Ashby Road. The investigation into his death was immediately launched by the Volusia County Sheriff's Office.
The investigation revealed that Banks had been riding in a vehicle with three other individuals when he was shot by two of them, Toriano Brooks and Isaiah Devonta Moore. Brooks, a 29-year-old male from Palatka, Florida, was arrested on June 23, 2021, just three days after Banks' body was found. He was charged with second-degree murder with a firearm and possession of a firearm by a convicted felon. Brooks was taken into custody without bond at the Putnam County Jail.
Isaiah Devonta Moore, a 23-year-old male from Crestview, Florida, was later indicted by a grand jury on one count of second-degree murder. Moore had been in custody in Okaloosa County since September 2021 on unrelated charges, including aggravated battery on a law enforcement officer, aggravated assault on a law enforcement officer, fleeing law enforcement, possession of fentanyl, driving without a valid license, and violation of probation. Detectives determined that both Brooks and Moore shot Banks before dumping his body along State Road 415.
A third suspect, Montrez Hamilton, a 28-year-old male, was charged with accessory to second-degree murder in August 2021 while already serving time in state prison on unrelated charges. Hamilton, along with Brooks and Moore, remains in custody as the investigation continues. The case against the three suspects is ongoing, with further details expected to emerge as the legal proceedings progress.
