On January 6, 1964, Officer Charles E. Manning, aged 43, tragically lost his life while on duty in Broadmoor, California. At approximately 11:40 PM, Officer Manning was investigating a suspiciously parked vehicle at the New Mission Heating Company located at 1111 Hillside Boulevard. During his investigation, he encountered Timothy L. Silva, a former janitor at the heating company, who was in the process of stealing gasoline. Silva, upon being surprised by Officer Manning, fired six shots, hitting Manning five times in the back and once in the chest. Despite being able to return fire, Officer Manning succumbed to his injuries at the scene.
The immediate aftermath of the incident saw the apprehension of Timothy L. Silva near the crime scene. Silva was subsequently charged with the murder of Officer Manning. The legal proceedings culminated on May 19, 1966, when Silva was convicted of second-degree murder and sentenced to a term of five years to life in prison. This conviction brought some measure of justice for the tragic loss of Officer Manning, who had served the Broadmoor Police Department with dedication for nine years and was a respected member of the community.
