Raymond R. Carpenter, a 40-year-old officer with the California Highway Patrol, tragically lost his life on February 17, 1970, in Rocklin, California. Officer Carpenter was conducting a routine traffic stop on Interstate 80 when he encountered a 20-year-old motorist driving a stolen vehicle.
