James Clark Beyea, a 24-year-old police officer with the Los Angeles Police Department (LAPD), tragically lost his life on June 7, 1988. Officer Beyea was on duty in the North Hollywood Division when he responded to a robbery at an electronics store on Lankershim Boulevard. During the incident, he engaged in a foot pursuit with a suspect, 16-year-old Robert Steele. In the course of the chase, Steele managed to gain control of Officer Beyea's service weapon and fatally shot him.
Officer Beyea had been with the LAPD for only nine months at the time of his death.
Following the shooting, a manhunt ensued to locate Steele, who was found hiding in the attic of an abandoned house a few blocks from the crime scene. When officers attempted to apprehend him, Steele allegedly reached for a gun, prompting the officers to shoot and kill him. Steele's family later filed a lawsuit against the four officers involved, seeking $2 million in damages and alleging that the officers acted out of vengeance. However, a jury found no fault in the officers' actions during a 1990 trial in U.S. District Court.
In addition to Steele, another suspect, 19-year-old Alberto Hernandez, was involved in the robbery. Hernandez was convicted of murder under California's felony-murder rule, which allows for an accomplice to be charged with murder if a death occurs during the commission of a serious crime. This legal principle played a crucial role in ensuring that Hernandez faced justice for his part in the tragic events that led to Officer Beyea's death.
Officer Beyea's death had a profound impact on the community and his fellow officers. He was remembered as a dedicated and brave officer who had served his country as a U.S. Air Force veteran before joining the LAPD. In honor of his memory, the Reseda Neighborhood Council and City Councilman Dennis Zine initiated a neighborhood improvement project, creating the Officer James C. Beyea Memorial Walk. This project aimed to commemorate his service and sacrifice, ensuring that his legacy would not be forgotten.
