James Leonard Speer, the Chief of Police in Calipatria, California, tragically lost his life on April 10, 1998, at the age of 65. Speer responded to a call from Rachel Deen, a 59-year-old woman, regarding a stolen tractor at her farm equipment yard in the southeastern section of Calipatria. Upon his arrival, an argument ensued involving Rachel Deen's son, Omar Deen, who was 29 years old at the time. During the altercation, Omar Deen managed to disarm Chief Speer and fired a single shot that struck Speer in the abdomen, penetrating his chest. Omar Deen then turned the gun on his mother, firing twice and killing her instantly. Speer was rushed to Pioneers Memorial Hospital in Brawley, where he succumbed to his injuries more than an hour later.
The incident sparked a swift response from law enforcement, and Omar Deen was apprehended in Mexicali, Mexico, following a 45-minute search by local authorities. Deen, who had a prior criminal record, was charged with two counts of first-degree murder. He pleaded not guilty to the charges but faced the possibility of the death penalty if convicted. A procession of more than 300 vehicles accompanied Speer's body to his final resting place at Mountain View Cemetery in Calexico.
