Traci Spangler, 29, was killed in the early hours of Saturday, June 27, 2009, when gunfire tore through the quiet stretch of East Oakland around the 5400 block of Foothill Boulevard. It was about 1:30 a.m. when the shots hit, striking her and another person nearby. While the second victim was expected to survive, Spangler’s wounds proved fatal; she was rushed to a hospital, but doctors could not save her.
