Charles Warren Neazer, a 51-year-old resident of Banning, California, was tragically killed on November 7, 2015, in what authorities have determined to be a racially motivated attack. Neazer was walking home late at night when he was approached by two men, William Arnold Armendariz and Samuel Vasquez. The suspects, both of whom were already known to law enforcement for their involvement in other violent crimes, allegedly decided to shoot Neazer simply because he was Black.
