Ray Anthony Nolen, a 35-year-old man from Whittier, California, was tragically shot on the night of November 3, 2016. The incident occurred around 11:30 p.m. in the parking lot of a Jack in the Box restaurant located on Washington Boulevard, near the border of West Whittier and Santa Fe Springs. According to reports, Nolen was sitting on a curb when a dark-colored sedan approached, circled back, and shone its headlights on him.
