Herbert Torres, a 37-year-old Latino, was tragically shot and killed on April 29, 2017, in the Green Meadows neighborhood of Los Angeles, California. According to the Los Angeles County coroner’s records, the incident occurred around 3 a.m. in the 9500 block of South Avalon Boulevard.
