Felix Ybarra-Rodriguez, a 23-year-old resident of Parlier, California, tragically lost his life on October 15, 2018. The incident occurred just after midnight at the Bella Vista Apartments in Parlier. Felix was standing outside with a friend when a man in a dark-colored car approached them. After a brief exchange of words, the suspect pulled out a gun and opened fire.
