Noel Garcia, a 34-year-old man from Hayward, California, was found dead on September 28, 2020, in the Round Mountain area of Windy Point Road, Shasta County. The Shasta County Sheriff's deputies, while patrolling near SR-299E and Bakus Road, heard gunshots and discovered Garcia's body with apparent gunshot wounds to his upper body. Garcia was identified as an out-of-compliance parolee and a documented member of the Campo Ramos Locos gang. He had not informed his parole officer about his departur ...
