Dennis Brown, a 55-year-old man from Oakland, California, was tragically killed on October 16, 2021, in a shooting incident that also left another man wounded. The shooting occurred around 9:15 p.m. in the 1400 block of 89th Avenue in East Oakland. Brown, who was unhoused but known to frequent the area, died at the scene, while the other victim, a 33-year-old man, was hospitalized and later released.

A significant breakthrough in the case came in early 2023 when Efrain Martinez, a 48-year-old resident of Tracy, California, was arrested and charged with the murder of Dennis Brown. Martinez was identified as a suspect through surveillance footage and witness statements, which noted that the suspect was wearing a Raiders hat at the time of the shooting. Martinez later reviewed the footage with police and identified himself in it. He was arrested on March 29, 2023, at his home in Tracy, where police recovered clothing he wore during the shooting.
Martinez has been charged with murder, assault with a semiautomatic firearm on the 33-year-old man, and shooting at an occupied motor vehicle. The charges include enhancements for the use of a firearm, despite a recent policy by the Alameda County District Attorney’s Office to scale back the use of such enhancements. Martinez is currently being held without bail in Santa Rita Jail in Dublin and has not yet entered a plea. The police have not publicly revealed the suspected motive for the shooting or which of the victims was the intended target.
