Late on March 26, 2016, Jibran Martinez, 33, a Latino man, was driving westbound on Interstate 10 in New Orleans when the night turned violent in an instant. Just after 9:30 p.m., reports of gunfire crackled in, and responding officers found him unresponsive behind the wheel of a silver, late-model Toyota 4Runner near the Interstate 610 split. The vehicle’s driver side and windshield were riddled with bullet holes, and Martinez had suffered multiple gunshot wounds. Paramedics tried to save him ...
