In the early hours of a Sunday morning in Baltimore, on September 13, 2015, the life of 34-year-old Troy Edward Mitter, a male college student and tattoo artist, was tragically cut short. The incident unfolded at a gas station located at the intersection of 25th Street and Harford Road.
