In the winter of 2016, a violent gang rivalry playing out on the streets of Baltimore claimed the life of 32-year-old Keith Ramsey. A Black male, Ramsey was fatally shot on the evening of Friday, December 9th, in the 2600 block of Greenmount Avenue. First responders found him with multiple gunshot wounds and transported him to a nearby hospital, where he succumbed to his injuries.
His death was part of a deadly weekend in the city that saw two other men lose their lives to gun violence in separate incidents.
The investigation into Ramsey's murder revealed it was not a random act of violence but a calculated hit ordered amidst a bitter and ongoing feud between two of the city's notorious gangs. Authorities determined that Ramsey was a member of the Bloods gang, and his killing was orchestrated by a rival organization, the Black Guerilla Family. The order came from a high-ranking BGF leader, Shawn 'Bucky' Thomas, who controlled a BGF regime in North Baltimore.
The case against Thomas was built as part of a wider federal racketeering investigation aimed at dismantling the BGF's criminal enterprise, which included drug trafficking, extortion, and acts of violence. According to prosecutors, Thomas directed another BGF member to carry out the murder of Keith Ramsey as a direct consequence of the escalating conflict between the two gangs.
In November 2018, Shawn Thomas pleaded guilty to federal racketeering conspiracy charges, which included his role in ordering the murder of Keith Ramsey. By March of the following year, he was sentenced to 35 years in federal prison. The sentencing was a significant step in the law enforcement initiative known as Project Safe Neighborhoods, a program focused on reducing violent crime by targeting the most dangerous offenders and disrupting the operations of criminal organizations like the BGF that have contributed to the city's long-standing struggles with violence.
