On a late summer evening in Baltimore, Maryland, the life of Howard Wesley Dorsey, a 65-year-old male, was irrevocably altered. On September 1, 2018, at approximately 10:13 p.m., violence erupted on the unit block of North Catherine Street. Responding to a report of a shooting, Southwest District patrol officers discovered a chaotic scene. Two men had been struck by gunfire.
