Concerns grew among colleagues when 66-year-old Geoffrey Biddle, a business executive, failed to report for work on a Thursday in June 2021. This uncharacteristic absence prompted them to request a welfare check at his Bethesda, Maryland, home. On June 24, 2021, Montgomery County police officers entered the residence on Windsor Lane to find a grim scene; Biddle was discovered deceased inside. A subsequent autopsy revealed a violent end to his life, confirming he had been shot, and his death was officially ruled a homicide.
The investigation into the death of the former Chevy Chase Village manager quickly turned toward his professional life. Detectives uncovered unusual banking transactions involving checks signed by Biddle but endorsed by a man named Billy J. Phillips III. This discovery led them to identify Phillips, a 36-year-old from Rockville, as a person of interest. Investigators learned that Phillips was a former employee of Biddle's company, Payment Solutions, who had been terminated in the spring of 2021 due to allegations of fraud. Facing financial hardship, Phillips concocted a plan to burglarize his former boss's home.
The evidence painted a chilling picture of a premeditated and brutal crime. Court records revealed that Phillips had researched Biddle's personal information online, along with disturbing queries about the sound of gunshots and ways to muffle them. On June 23, 2021, armed with a pistol, he went to Biddle’s house with the intent to steal checks. When he encountered Biddle, he shot him multiple times in the basement. To cover his tracks, Phillips sent an email from Biddle's phone to his workplace, citing a 'family emergency' for his absence. In the hours and days following the murder, Phillips forged and cashed thousands of dollars' worth of checks from Biddle's account.
Billy J. Phillips III was arrested at his home on June 29, 2021, and charged with first-degree murder, home invasion, and armed robbery. The investigation uncovered Biddle's bank card and checkbook in Phillips' car. In February 2023, Phillips pleaded guilty to the charges against him. Three months later, a judge sentenced him to life in prison plus an additional 65 years, ensuring he would no longer pose a threat to the community after what the State's Attorney described as one of the 'most evil' and calculated cases they had seen.
