In the early hours of May 14, 2022, a night out in Whitemarsh, Maryland, turned tragic for 27-year-old Whitney Nichelle Hoover. A loving mother and a dedicated employee in the loan and mortgage department of MVB Bank, Hoover was fatally shot in what authorities have described as a road rage incident. The events leading to Hoover's death began on Philadelphia Road when the white BMW she was a
passenger in encountered a light-gray Toyota. According to the driver of the BMW, the Toyota began to repeatedly brake-check their vehicle. This aggressive driving continued for approximately two miles. When the driver of the BMW attempted to pass the Toyota, a single gunshot was fired, striking Hoover. She was pronounced dead at the scene.
The investigation into Whitney Hoover's death quickly focused on identifying the driver of the Toyota. Within a week, Baltimore County police arrested 18-year-old Justin D. Allen of Rosedale and charged him with first-degree murder. Investigators were able to link Allen to the crime through a combination of surveillance footage and a cell phone number he had provided to an officer during a previous, unrelated traffic accident. This information placed him at the scene of the shooting. Allen was taken into custody on May 20, 2022, and a judge ordered him to be held without bail.
