Tara Devina Ricker Milligan, aged 37, tragically died on September 9, 2022, in Elk Mills, Maryland. She was found dead along with her husband, Marcus Edward Milligan, and their three children: Teresa, Nora, and Finn. The family was discovered in their home, all having succumbed to gunshot wounds. The Cecil County Sheriff's Office responded to a 911 call reporting the incident, and upon arrival, they found Marcus Milligan deceased in a detached garage with a semi-automatic handgun nearby.
