In the quiet community of Elk Mills, Maryland, a heart-wrenching story unfolded on September 9, 2022, ending in the tragic death of 37-year-old Tara Devina Ricker Milligan. On that Friday morning, the Cecil County Sheriff's Office received a chilling 911 call from a man who stated that a woman and three children had been shot and were deceased. The call was brief, and the line went dead.
When deputies arrived at the family's home on Hebron Court, they discovered a horrific scene.
Inside the residence, they found Tara and her three children, Teresa, 14, Nora, 11, and Finn, 8, all deceased from gunshot wounds. The body of Tara’s husband, 39-year-old Marcus Edward Milligan, was found in a detached garage, also with a fatal gunshot wound. Investigators located a semiautomatic handgun near his body.
The investigation by the Cecil County Sheriff's Office concluded that the incident was a murder-suicide. Authorities determined that Marcus Milligan shot and killed his wife and their three children before turning the gun on himself. It is believed that Marcus Milligan was the individual who made the 911 call before taking his own life.
Neighbors described the Milligan family as 'really, really nice' and expressed shock, stating there were no apparent signs of trouble. The family had moved to the area about two years prior. It was noted by those who knew them that the family had previously experienced the loss of another son, Conor, to cancer in 2019. As Marcus Milligan was identified as the sole perpetrator and was deceased at the scene, there were no arrests made in connection with the deaths of Tara and her children. The motive behind the tragic event remains under investigation by authorities.
