Nora Meiran Milligan, an 11-year-old Caucasian female, was tragically killed on September 9, 2022, in her home in Elk Mills, Maryland. The day's horrific events began to unfold when a 911 call was placed by a man reporting that a woman and three children had been shot. Responding deputies from the Cecil County Sheriff's Office were met with silence when they attempted to call the number back after the initial brief and disturbing call.
Upon their arrival at the family's Hebron Court
residence, law enforcement discovered a scene of immense tragedy. Inside the home, they found Nora, her mother, Tara Devina Ricker Milligan, 37, her older sister, Teresa Milligan, 14, and her younger brother, Finn Milligan, 8. All had been fatally shot. The investigation revealed that the incident was a murder-suicide carried out by the children's father and Tara's husband, Marcus Edward Milligan, 39.
The authorities located Marcus Milligan in a detached garage on the property, deceased from a gunshot wound. A semiautomatic handgun was found near his body. Investigators believe he was the individual who made the 911 call before taking his own life. The Cecil County Sheriff's Office confirmed that all five members of the Milligan family died from gunshot wounds. Prior to this devastating event, there were no records of deputies being called to the family's home. The investigation concluded that Marcus Milligan was the sole person responsible for the deaths of his wife and children, and as such, no arrests were made, and there are no outstanding suspects.
