In the early morning hours of a cold Tuesday in January 2015, the body of 32-year-old Kipoyo Portas, a Black male, was discovered by a passerby in a Louisville, Kentucky alley. The grim finding in Conn Alley, just off Manslick Road, brought a swift response from law enforcement, who would soon confirm that Portas had been shot to death.
