On the morning of April 5, 1978, a routine traffic stop on Highway 30 near Cedar Hill in Jefferson County, Missouri, turned fatal for a dedicated law enforcement officer. Deputy Sheriff Terry Thomas O'Connell, a 32-year-old male with a decade of service protecting his community, was shot and killed during this encounter.
At approximately 10:55 AM, Deputy O'Connell pulled over a vehicle for a speeding violation. As he was in the process of writing the ticket, the driver, Jackie Lee Lindsey, suddenly produced a handgun and opened fire. Deputy O'Connell was struck by the gunfire and was pronounced dead at the scene. He had previously served with the Fenton Police Department before joining the Jefferson County Sheriff's Department that December. He was a husband and a father to two children.
The shooting triggered an extensive manhunt for the suspect. Following a thorough investigation by the Jefferson County Sheriff's Department, assisted by the Major Case Squad of Greater St. Louis, a warrant was issued for the arrest of Jackie Lee Lindsey, who was 30 years old at the time. It was discovered that Lindsey was already a fugitive, having fled prior to being incarcerated for another felony conviction for which he had received a twenty-year sentence.
After his capture, Jackie Lee Lindsey was charged with capital murder. He was ultimately convicted for the murder of Deputy O'Connell and sentenced to life in prison.
