In the cold of a late February afternoon in Saint Louis, Missouri, a burst of gunfire shattered the calm of a shopping plaza parking lot, leaving a devoted father dead and forever altering the lives of his young children. Forty-year-old Larry Noel, a male resident of the city, was sitting in his car with four children on February 27, 2018, when the tranquil moment was violently interrupted.
The children, ranging in age from just one to ten years old, were witnesses to the tragic event that unfolded before their innocent eyes. One of the children, a nine-year-old girl, was injured by the shattering glass of the car windows.
The investigation into the senseless killing of Larry Noel led authorities to two men, Alvin N. Green Jr. and Willie B. Frazier. It was determined that Frazier had driven Green to the location and had supplied him with the firearm used to end Noel's life. Green was identified as the individual who fired the fatal shots. In the wake of the investigation, both men were apprehended and faced a litany of charges for their roles in the crime that had not only taken a man's life but had also endangered the lives of four small children.
The wheels of justice turned, bringing the two men to account for their actions. In 2019, Alvin N. Green Jr. entered a guilty plea to second-degree murder, along with four counts of fourth-degree assault and armed criminal action. His attempt to retract his plea was denied, and he was subsequently handed a sentence of 18 years behind bars. Willie B. Frazier initially maintained his innocence but later chose to accept a plea agreement. In November of 2022, he pleaded guilty to felony charges of armed criminal action, second-degree assault, and a misdemeanor assault. As a result of his plea, Frazier received a sentence that included a three-year term for armed criminal action and a consecutive seven years for second-degree assault, with a concurrent one-year sentence for the misdemeanor. In exchange for his guilty pleas, several other felony counts against him were dismissed.
