Has anyone looked into the art scene angle of Jesse's life? As an art and sociology graduate from California State University, Long Beach, he must have been connected to the local art community. It's possible that there are people in those circles who might know something but haven't come forward yet or didn't realize their info could be important. Maybe he mentioned plans or places he wanted to visit that could give some clues. Sometimes artists move in circles that don't interact much with the general public, so it might be worth reaching out to galleries or art groups in the area. Just a thought to explore beyond the usual investigation paths.
