Isaac L Harper, 21, was shot and killed in a residential area of Chicago on September 19, 2017. He was found shot multiple times, one more fatal instance in a year when the city struggled with elevated gun violence and homicides among young people in vulnerable neighborhoods.

The case is described as part of a broader pattern of shootings in 2017 linked in reports to disputes, gang activity, and widespread firearm availability; community outreach and increased police presence were among the interventions attempted that year. The circumstances of Harper’s death echo the persistent public safety challenges Chicago faced at the time.
