Why did the prosecutor decide not to press charges against the 19-year-old who shot Matthew Steele? It's tough to wrap my head around this decision, especially considering an innocent life was lost. I can't help but feel for Tiffany Waller; losing someone you love so suddenly and then having to navigate the complexity of the legal system must be incredibly painful.
