Lieutenant Quarles Harris Jr., 24, was shot and killed outside Judah House Praise Baptist Church in the 2800 block of 12th Street NE around 11:08 p.m. on April 17, 2008. He was found slumped in the driver’s seat of his parked blue car with a gunshot wound to the head; his car keys were in his hand and he still had a muffin and a bottle of water, suggesting he expected a routine night. A patrol officer hearing the shots followed them to the vehicle and investigators opened a homicide inquiry.
In the weeks before his death Harris had been cooperating with a federal investigation into stolen State Department passport information that was being used to obtain fraudulent credit cards. Court filings describe him as having received passport data from a co-conspirator who worked for the State Department, and later accounts called him a key witness in that probe. Early statements from police said they had no evidence linking the shooting to the passport-fraud investigation. The case was described publicly as unsolved, with no named suspects and a reward of up to $25,000 offered for information leading to a conviction.
Who in Capitol Heights or Northeast Washington remembers Harris, his activities that night, or anything unusual on 12th Street NE around April 17, 2008?
