A neighborhood block party on the 2600 block of Birney Place SE in Washington, D.C., turned deadly on the evening of September 17, 2016. Around 8:23 p.m., gunfire broke out during the event known as Dorsey Day; witnesses reported at least 40 shots. Nine people were struck. Two people died: 31-year-old Scorpio-Rodney Alonzo Phillips and 18-year-old Zoruan Otto Harris. Seven others, including an 8-year-old boy, were wounded and expected to recover.
The motive for the mass shooting was not clear. The Metropolitan Police Department opened a homicide investigation and appealed for public tips, offering up to a $25,000 reward for information leading to arrest and conviction in the murder of Scorpio Phillips.
Did anyone attend Dorsey Day or live nearby who remembers details from that night or saw something that could help investigators?
