What strikes me is how distinctive that outfit sounds. Has anyone looked into whether there were any sightings that day of someone matching that description in nearby areas? Detroit is big, and sometimes small details like unusual clothing can stand out in people's memory, especially in areas where such outfits weren't common back then. If anyone was living in the neighborhoods around where she went missing in 1997, do you recall seeing someone dressed like Joyce? It feels like something that might just be the key to jogging someone’s memory all these years later. Desperately hoping for something that might bring new insight.
