On a spring evening in Delphi, Indiana, four-year-old Owen Lee Jones was enjoying time at Riley Park on May 23, 2019. The park, a familiar and ordinarily safe place for children, is bordered by Deer Creek. Recent heavy rainfall had transformed the typically calm creek into a dangerously swollen and swift-moving body of water.
