In the fall of 2019, concern grew for a sixteen-year-old student named Irvin Ortiz-Payes in Cherry Hill, New Jersey. Irvin, a native of Guatemala, was in the United States as a student under the care of the Office of Refugee Resettlement a program designed to help refugees build new lives. He had been placed with his aunt, who served as his sponsor in the quiet suburban community.
