In the late summer of 1982, a tragic incident occurred on the waters of Seneca Lake that would forever alter the lives of one family. On September 15th, 29-year-old Dale Edward Howell, a male from the Watkins Glen area of New York, was enjoying a day out on a sailboat near the southern end of the lake.
