In the late summer of 1982, a tragic incident occurred on the waters of Seneca Lake that would forever alter the lives of one family. On September 15th, 29-year-old Dale Edward Howell, a male from the Watkins Glen area of New York, was enjoying a day out on a sailboat near the southern end of the lake. The day took a devastating turn when Dale fell overboard into the deep, chilly waters. Compounding the immediate danger, he was not wearing a life jacket and, tragically, did not know how to swim.
