On November 30, 1984, 64-year-old Louise Frank was reported missing by her husband in Two Rivers, Wisconsin. She was believed to have left her home around 3 p.m. to walk to a downtown restaurant for a cup of coffee. An hour later, a witness saw her walking alone in Lakeshore Park, and another witness reported seeing a woman matching her description walking towards Lake Michigan at 4:30 p.m. Investigations indicated that she never arrived at the restaurant. At the time of her disappearance, Frank was wearing a red knit cap, a black full-length quilted coat, and black pants, and was carrying a medium-sized brown purse.

Extensive searches were conducted by the Two Rivers Police Department, with assistance from the Manitowoc County Sheriff's Department and Point Beach State Forest rangers. Search efforts spanned 20 days and included foot patrols, K-9 units, ATVs, and aerial searches. The East Twin River, which flows into Lake Michigan, was also dragged. Despite these efforts, the only piece of evidence recovered was Louise Frank's purse, which was found in early December by a citizen on the beach at Point Beach State Forest. The purse contained her identification and showed signs of having washed ashore.

Friends and family mentioned that Frank had talked about taking her own life by throwing herself into the river. While a memorial service was held for her on November 30, 1986, her case remains open and she is still listed as a missing person in national law enforcement databases. The Two Rivers Police Department continues to hold the case file, with the agency case number 84-11-32818.
