Kelvin Bullock Missing Person Case

In the early evening of July 8, 2025, a friend of 61-year-old Kelvin Wayne Bullock received a troubling text message. At approximately 5:57 p.m., Bullock asked his friend to contact the Hays Police Department. The friend promptly did so, requesting a welfare check on Bullock.
