In the early evening of July 8, 2025, a friend of 61-year-old Kelvin Wayne Bullock received a troubling text message. At approximately 5:57 p.m., Bullock asked his friend to contact the Hays Police Department. The friend promptly did so, requesting a welfare check on Bullock. At the time of his disappearance, Bullock was experiencing homelessness, and his makeshift shelter was situated in the vicinity of the 1000 block of East 10th Street in Hays, Kansas.
