Noel Angel Rodriguez-Alvarez, a 5-year-old boy from Everman, Texas, was last seen in October 2022. He was born prematurely and had several developmental and physical disabilities, including a chronic lung disease that required treatment. Witnesses last saw him around the time of the birth of his twin siblings in October 2022, and some noted he appeared unhealthy and malnourished. After that, he was never seen or heard from again.
His mother, Cindy Cecilia Rodriguez-Singh, gave conflicting accounts of his whereabouts. She allegedly told relatives she had sold him to a woman at a grocery store, and also claimed he was with his biological father in Mexico. However, authorities found no evidence to support these claims; Noel's father had been deported before his birth and had never met him, and there was no record of Noel crossing the border into Mexico. In November 2022, Rodriguez-Singh applied for passports for herself and her other children, but not for Noel.
An anonymous tip to Child Protective Services in March 2023 prompted a welfare check at the family's home. Shortly after being questioned by police, on March 22, 2023, Rodriguez-Singh, her husband Arshdeep Singh, and her six other children fled the country to India. An Amber Alert was issued for Noel on March 25, 2023.
Witnesses described Rodriguez-Singh as an abusive parent who would withhold food and water from Noel. She reportedly referred to him as "evil" and "possessed," and expressed fears he might harm his siblings. Prior to fleeing, Rodriguez-Singh had a new concrete patio poured at her rental home. Cadaver dogs later detected the scent of human remains in the soil beneath the patio and on a carpet that had been in a shed on the property. Despite excavation of the patio, Noel's body has not been found, and he is presumed dead.
In October 2023, a Tarrant County grand jury indicted Cindy Rodriguez-Singh on charges of capital murder, two counts of injury to a child, and one count of abandoning a child without intent to return. Her husband, Arshdeep Singh, was charged with felony theft for stealing $10,000 from his employer. In July 2025, Rodriguez-Singh was added to the FBI's Ten Most Wanted Fugitives list, with a reward of up to $250,000 for information leading to her arrest. The following month, in August 2025, she was apprehended in New Delhi, India, and extradited to the United States to face the charges against her.Last Seen: Oct 1, 2022
