On a late winter day in Philadelphia, Pennsylvania, the life of Melvin Dennis Washington took an unforeseen turn, leaving his family in a state of prolonged uncertainty. On March 6, 1989, the 34-year-old man spoke with his sister by phone sometime between 10:00 and 11:00 in the morning.
