In the spring of 1992, a young man named Ruben Gallegos was living in Pearl Harbor, Hawaii, with his sister and brother-in-law. Originally from El Paso, Texas, the 19-year-old worked part-time at the Navy Exchange. On May 1st of that year, he was entrusted with $80,000 to cash checks for sailors.
