Kevin Daniel Elkins, 43, was last seen on September 14, 2005, in Eugene, Oregon. At around 11:00 a.m., he was observed picking up his weekly financial support at a bank near 10th and Oak Street. After this, he disappeared without a trace. Elkins, who was part of Eugene's homeless community, suffered from mental health issues, which led to erratic behavior.
