Originally from Sheboygan, Wisconsin, Randall had left his family’s home to hitchhike to his sister's residence in Bend, Oregon. Along his journey, he stopped at a dairy farm in Idaho Falls, where he worked briefly before disappearing. He left behind some of his belongings, including a backpack and clothes.
Randall last contacted his family on November 6, 1980, when he called his mother to wish her a happy birthday. After failing to arrive in Oregon or make further contact with his family by Thanksgiving, they reported him missing in February 1981. Despite being a novice hitchhiker, Randall was described as an idealistic, intelligent individual who had previously studied abroad in Kenya. His family noted that he appeared somewhat disillusioned after returning to the U.S.
The last known sighting of Randall was when he left the Idaho Falls area, possibly heading to Oregon or Salt Lake City, but he was never seen again. Investigators have ruled out individuals at the dairy farm as suspects.
