Jefferson Brian Arms, a 22-year-old from Westminster, Vermont, went missing on September 18, 1992, during a sailing trip on Lake Champlain near Plattsburgh, New York. He and two friends had set out on a 16-foot Sunfish sailboat and were approximately one mile east of Schuyler Island when they encountered rough water, causing the boat to capsize twice.
