Robert Elmer Allison, a 42-year-old man from Waynesburg, Pennsylvania, was last seen on December 21, 1994. At the time, he was working on a towboat for Tri-River Fleeting near Pittsburgh. On the day of his disappearance, he told colleagues that he intended to head to a bar in the west end of Pittsburgh. However, after leaving work, he was never heard from again.
