Rilya Wilson, a 4-year-old girl, was last seen on January 18, 2001, in Miami, Florida. She had been under the care of Florida's Department of Children and Families (DCF), living with Geralyn Graham, her caregiver. However, Rilya's disappearance was not reported until April 2002, when a social worker attempted to visit her and discovered that she had been missing for over a year. This significant delay in reporting raised widespread concerns about the oversight and accountability of the DCF.
