Nancy Ann Penner, 29, was last seen on October 31, 1983, in Paradise, California, where she lived with her boyfriend, Jeff Jeffries, and her two children. On Halloween, Nancy was invited by a friend to celebrate but never arrived. Her brother tried contacting her weeks later for Thanksgiving but was unable to reach her. It wasn’t until December 19, 1983, that a missing persons report was filed.
