Thomas Estevis, a 2-year-old boy, was last seen on July 1, 2008, in Laredo, Texas. Born into a family with a history of drug-related issues, Thomas was immediately placed in foster care after testing positive for cocaine at birth. In late 2007, after his parents met certain requirements set by Child Protective Services (CPS), Thomas and his six older siblings were reunited with them.
