Carlos Torres, a 46-year-old man from St. Paul, Minnesota, was last seen on the morning of September 1, 2014. He was sitting in a parking lot of a multi-family home with his dog between 9:00 and 10:30 a.m., wearing a white t-shirt with yellow sleeves, light brown pants, black shoes, and a green and white baseball cap.
