Donald Ray Phillips, a 20-year-old from Tulsa, Oklahoma, was last seen on October 10, 1991. Just a few days prior, on October 7, 1991, Donald had reported his sister, Paula Phillips, missing to law enforcement. Paula disappeared on October 3, 1991, and when investigators attempted to interview Donald about her disappearance, they were unable to locate him. Neither Donald nor Paula have been seen since.
