Reports from Mexico stated that the identification resulted from forensic work involving Operation Identification, commonly known as Operation ID, with assistance and accompaniment from Familias Unidas en la Búsqueda y Localización de Familias Desaparecidas, or FAMUN, and representatives of Vigilia Fronteriza in Eagle Pass. Sergio was originally from Piedras Negras, Coahuila, directly across the international border from Eagle Pass. The circumstances reported publicly indicate that his remains had already been interred in the Texas cemetery before investigators were eventually able to establish his identity.
