Rudolph David Rangel, aged 27, was last seen in San Francisco, California, on March 13, 1982. At the time of his disappearance, Rangel, who went by the nickname "Rudy," was wearing a black suit. He had several distinguishing characteristics, including an inverted "U"-shaped scar above his left ear, another scar near his sideburn, and a piece of his skull about the size of a quarter missing. Rangel was mentally disabled and suffered from epilepsy, which heightened concerns for his well-being.
