Randy Rutter, a 46-year-old man from Harrisburg, Pennsylvania, disappeared on July 16, 1993. He was last seen leaving the Harrisburg State Hospital around 11:00 a.m. that day. Rutter had no fixed address and struggled with alcoholism. At the time of his disappearance, he was reported to be homeless, and his transient lifestyle added complexity to the investigation.
